Human-scale belonging, federated capability
Deuka must solve two problems at once. It must remain human enough for people to know one another, recognise needs and accept responsibility. It must also become capable enough to share knowledge, markets, specialised services, capital and protection beyond the limits of one locality.
The answer is federation rather than centralisation.
The irreducible unit of dignity, agency and responsibility.
The household, friendship network or dependable group through which immediate relationships are held.
A human-scale association in which members can know one another, participate in decisions and build mutual responsibility.
The locally governed body that holds rules, priorities, funds, assets, records, safeguards and accountability.
A district or regional layer through which local families share specialised capability, infrastructure, markets and learning.
A wider network that enables standards, solidarity, mobility of knowledge and access to opportunities without absorbing local authority.
A platform for research, comparative learning and collaboration across countries and cultures.
Decisions should be taken at the lowest level capable of making them responsibly. The federation should not decide what a local family can decide. A local family should not decide what properly belongs to an individual or household. Higher levels exist to provide capability, safeguards, coordination and appeal – not to accumulate unnecessary authority.

Membership, inclusion, relationship-building and the recognition of each person.
Crisis support, health navigation, elder support, protection and mutual assistance.
Systems through which money, time, knowledge, care, assets and leadership can be offered.
Learning, mentoring, leadership development and transfer of operating knowledge.
Enterprise, local commerce, market access, productive assets and income pathways.
Shared funds, spaces, tools, data, knowledge and environmental resources.
Decision rights, transparency, grievance resolution, audit and protection from capture.
Consent, coordination, records, matching of needs and offers, and access to federated knowledge.
