A living laboratory for institutional innovation

Deuka is both an institution under construction and a research proposition. Its central claims should not be treated as proven merely because they are morally attractive.

Can belonging-first membership improve mutual support without producing coercion? Can local institutions integrate care and livelihood without becoming administratively unmanageable? Can community ownership increase resilience and reduce long-term subsidy? Can federation provide scale without centralising authority? These are empirical questions.

What already has a foundation

Drishtee’s field experience provides practical knowledge in decentralised enterprise, women-led production, financial access, last-mile delivery, local institutions, route-based markets, capability transfer and community engagement. This is an operating foundation, not proof of the complete Deuka model.

What remains to be tested

  • Membership and contribution systems that preserve dignity and voluntary participation.
  • Community governance that is locally legitimate and resistant to capture.
  • Integration of care, livelihood, learning and shared assets within one institution.
  • Transparent mutuality mechanisms across people with unequal resources.
  • Transfer of operating capability and decision rights from founders to community institutions.
  • Federation across communities without cultural or administrative centralisation.
  • Technology that improves coordination without creating surveillance or dependency.
  • Financial pathways that support viability without distorting mission.

Research architecture

Baseline

Understand household conditions, existing institutions, trust, livelihood systems, care networks, power relations and local assets before intervention.

Theory of change

State clearly how activities are expected to produce institutional capability, ownership and wellbeing.

Process documentation

Record decisions, adaptations, failures and conflicts – not only outputs.

Independent learning

Engage credible research partners who can challenge assumptions and protect methodological integrity.

Participatory evidence

Enable members to define important outcomes and interpret findings.

Longitudinal study

Track whether capability, ownership and outcomes persist after external support reduces.

Comparative learning

Compare different contexts without assuming one uniform model.

Measurement domains

  • Income stability and diversity of earning pathways.
  • Women’s economic agency, control and leadership.
  • Local value circulation and enterprise continuity.
  • Reach, fairness and reciprocity of mutual support.
  • Participation, transparency and quality of community decisions.
  • Protection of vulnerable members and grievance outcomes.
  • Declining external operating dependence.
  • Locally held capability, assets and decision rights.
  • Trust, belonging and perceived dignity, measured without reducing them to simplistic scores.

Community science and research ethics

Members should not become passive subjects from whom data is extracted. Research questions, consent, use of findings and benefit-sharing should be discussed openly. Sensitive information must remain protected. Publication should not compromise dignity or expose communities to reputational harm.

The knowledge commons

Methods, tools, case studies and non-sensitive learning should be shared in ways that help other communities and institutions. The knowledge commons should recognise contributors, respect local ownership and avoid the appropriation of indigenous or community knowledge.

Research discipline

Deuka should publish what did not work as seriously as what did. Institutional credibility grows when learning is more important than promotional certainty.
