Technology should strengthen relationships rather than replace them
Deuka requires technology because federation across locations, languages and institutions cannot rely on memory and informal coordination alone. Yet technology introduces risks of surveillance, abstraction, centralisation and automated exclusion.
The purpose of technology in Deuka is therefore narrow and disciplined: to help people coordinate consent, needs, offers, resources, knowledge, transactions, evidence and accountability while preserving human judgement and local agency.
Federated intelligence refers to the ability of many local institutions to learn together without surrendering all data and authority to one centre. Local families should retain control over purpose-bound data wherever possible. Aggregated learning may be shared when consent, privacy and benefit are clear.
AI may support translation, knowledge retrieval, pattern recognition, administrative assistance and access to expertise. It must not become an unquestioned authority over membership, eligibility, vulnerability, trustworthiness or moral worth.
Where AI is used, members should know that it is being used, understand the decision in accessible language, and have access to human review and appeal.
Deuka’s tools, learning and field knowledge should progressively contribute to a governed knowledge commons. This does not mean making all data public. It means that methods, non-sensitive learning and reusable institutional tools are shared fairly so communities do not repeatedly pay to rediscover the same knowledge.
