Deuka is in a founding phase. The philosophical proposition is articulated, the organisational intent exists, and a substantial operating base is available through Drishtee’s field practice. The complete Deuka institution, however, must still be designed, tested and governed.

This distinction should remain visible in every public communication.

The Founding Lab

The first Founding Lab should be a disciplined demonstration in one operating geography rather than a scattered collection of activities. An indicative design may involve three to five villages or neighbourhoods, approximately 500 to 1,000 families, and an 18- to 24-month institutional pathway.

Five workstreams

1. Belonging and governance: family circles, charter, voice, consent and local decision-making.
2. Livelihood and local commerce: women-led enterprise, market linkages, income pathways and local value circulation.
3. Care and resilience: crisis support, health navigation, elder care and protection of vulnerable members.
4. Learning and capability: skills, mentoring, youth participation and transfer of operating knowledge.
5. Shared commons and evidence: transparent funds, productive assets, local data and independent learning.

The 18- to 24-month pathway

0-3 months: Design

Select geography, complete baseline, map existing institutions and programmes, form the founding coalition and define safeguards.

3-9 months: Form

Establish local family circles, membership systems, community charter, governance and first livelihood and care systems.

9-18 months: Build

Strengthen enterprises, shared assets, transparent funds, learning systems and local operating teams.

18-24 months: Transfer

Move defined decision rights, operating responsibilities, records, capability and stewardship to the community institution.

The end point is not withdrawal. It is a changed relationship: external partners cease to be the permanent authors of the institution, and the community becomes its principal steward.

Scale discipline

Deuka should not scale by multiplying incomplete pilots. It should first establish that its governance, mutuality, economics, safeguards and transfer pathways are workable. Expansion should follow institutional readiness, not promotional urgency.
